PROBLEM TO BE SOLVED: To provide an apparatus and a method for producing functional water capable of converting a large amount of water to the functional water with a lot of metal ions eluted and also reducing the production cost. SOLUTION: The apparatus for producing the functional water, converting water into the functional water with a metal immersed in the water to elute metal ions under the ionization reaction of the metal, comprises a rotor driven by mechanical means and/or by water flow, wherein the rotor comprises an abrasive for grinding the surface of fixed copper (Cu) and further a filter at the downstream side of the apparatus.
