PROBLEM TO BE SOLVED: To provide a mail processing apparatus capable of enhancing not only the recognition ratio of address data but also reliability, a mail processing system and a mail processing method. SOLUTION: The mail processing system has a reading sorting machine 1 and a video coding system 2. The reading sorting machine 1 has a scanner 11 for reading the image of supplied mail P, a bar code reader (BCR) 12 for reading the bar code applied to the mail P and an OCR for reading the address data of the mail P from the image read by the scanner 11 and also has the recognition part 15 connected to the bar code reader 12. The recognition part 15 collates the address data read by the OCR with the address data read by the BCR 12 and uses the collation result to judge whether the read result by the BCR 12 is employed.
