PROBLEM TO BE SOLVED: To provide a cleaning device that can prevent an image defect caused by a cleaning defect by preventing toner from cohering even in an environment wherein the toner is apt to cohere by reducing pressure to collected toner removed by a cleaning blade, and an inexpensive image forming apparatus with simple configuration using the same. SOLUTION: A cleaning blade 2 comprises a blade section 2a formed of an elastic member which has its front end opposite a photoreceptor drum and extends along an axis and a support member 2b supporting the blade section 2a, and a collected toner pressure suppressing means 5 of suppressing condensation of the collected toner removed by the cleaning blade 2 by reducing the pressure to the collected toner is formed above the cleaning blade 2 and inside an opposite end extension surface 2s of the blade section 2a.
