PROBLEM TO BE SOLVED: To provide a method of efficiently manufacturing a core having a semicircular cross section, in connection with a manufacturing method of an optical wiring board equipped with the core and a clad covering the surface of the core, to provide a means of machining the outer shape with positional accuracy of the core and the clad of the optical wiring board, thereby performing the formation of the clad and the outer shape machining of the clad of the optical wiring board in this same process, and simplifying the process itself of the outer shape machining of the optical wiring board, and finally to provide the optical wiring board having a low manufacturing cost and high quality as well as its manufacturing method. SOLUTION: The manufacturing method of the optical wiring board includes: a process of forming a near circular core by using a template having a semicircular recess corresponding to the outer shape of the core or by using a template having a projected part; and a process of simultaneously forming the clad layer and its outer shape by using a template having a recessed/projected mold for the outer shape manufacturing of the clad, on the outer peripheral side of the mold of the semicircular recessed or the projected part corresponding to the outer shape of the core.
