PROBLEM TO BE SOLVED: To make the enclosed position of a water retentive board from the upper face of a block body uniform over the whole face and to allow optional setting of the enclosed depth. SOLUTION: The water retentive board 3 formed of a water retentive material into plate shape beforehand is enclosed in the block body 2 formed of porous concrete, almost parallel with the surface of the block body.
