PROBLEM TO BE SOLVED: To provide a safe natural product-originated tyrosinase activity inhibitor which can effectively inhibit the activity of tyrosinase to inhibit the production of melanin of a skin original pigment, and can thus prevent pigmentation, melasma and freckle, and to provide a bleaching cosmetic containing the same. SOLUTION: This tyrosinase activity inhibitor is characterized by containing a water-soluble solvent extract of sweet potato skins, especially a water extract. This bleaching cosmetic is characterized by containing the water-soluble solvent extract (as dried solid content) in an amount of 0.001 to 5 wt.% based on the bleaching cosmetic as the tyrosinase activity inhibitor.
