PROBLEM TO BE SOLVED: To provide a packaging bag easy to handle and an simple packaging device using the packaging bag. SOLUTION: The packaging bag 1 keeps a resin film tube 5 multi-folded so that one fold covers another in the direction of the diameter of the film tube 5. The film tube 5 has in its inside a core member 3 freely folded flat and repeatedly usable. The end edge of the core member 3 is sealed. The core member folded flat is almost equal to a lengthwise dimension to the sealed part. The device includes a support bases 13A and 13B having packaging bag supports 15A and 15B respectively for supporting the core member 3 disposed inside the film tube 5, a bag drawing means 17 for drawing the packaging bag 1 downward in the lower position of the support bases 13A and 13B, a sealing means for sealing the packaging bag 1 drawn, and a bag cutting means 37 for cutting and separating the packaging bag sealed.
