PROBLEM TO BE SOLVED: To provide a bullet recovery apparatus which effectively recovers bullets penetrating into a shock absorbing material and has flexibility despite a simple constitution, and to provide a bullet recovery process. SOLUTION: In the step (a), the bullet recovery apparatus 10 comprised of a suction machine 18, an exhaust nozzle 19, a recovery vessel 17a, nozzle 15, and a nozzle holding part 16a is controlled so that the open area of the suction port of the X portion of the nozzle holding part 16a can only suck the shock absorbing material 12a. Then, only the shock absorbing material 12a is recovered in the recovery vessel 17a from the bullet stopping device 11 and only the bullets remain. In the next step (b), the open area of the suction port of the Y portion of the nozzle holding part 16a is switched so that the bullets 13a can be sucked while the suction force generated from the suction device 18 of the bullet recovery apparatus 10 remains constant.
