A film-catalyst layer assembly which comprises: a first catalyst layer (2a) and a second catalyst layer (2b) which are disposed face to face with each other; a polymer electrolyte film (1) disposed between the first catalyst layer (2a) and the second catalyst layer (2b) and having a first main surface (F10) and a second main surface (F20) which face each other; and a film-side catalyst concentration reduction region (80) which is formed so as to be in contact with the periphery of the first catalyst layer (2a) and with the first main surface (F10) of the polymer electrolyte film (1) and has hydrogen-ion conductivity and fire resistance. The periphery of a main surface of the second catalyst layer (2b) is located between that edge of the film-side catalyst concentration reduction region (80) which is in contact with the first catalyst layer (2a) and the edge opposed to that contact edge. The film-side catalyst concentration reduction region (80) comprises: a first part (8) which is in contact with the first main surface (F10) of the polymer electrolyte film (1) and has hydrogen-ion conductivity and fire resistance; and a second part (81) which is the part other than the first part (8), has hydrogen-ion conductivity and fire resistance, and contains a catalyst.
