A bill withdrawing device is provided to draw out bills from a stacking unit by stopping entering a withdrawing member at the spot determined according to the piled position of bills, and thus inserting the withdrawing member to the stacking unit in the predetermined length enough to take out the bill from the stacking unit. In a bill withdrawing device(17), a hand arm(34) enters a temporally stacking unit(6a) in which bills are piled up, and collects and ejects the bill to the outside. A main control unit decides the position of stopping entering of the hand arm toward the temporally stacking unit according to the piled position of the bills on the basis of the size of the bill and stops entering of the hand arm at the determined position.
