A multifunctional portable charger is provided to charge portable devices and to be used as a safety light at night in leisure or outdoor activities. A secondary battery(24) is charged from an external charger and provides power of a microcomputer(10). A DC/DC converter(26) boosts a voltage of the charger or the secondary battery(24) to a reference voltage of the microcomputer(10). An external charging control circuit(32) is controlled by the microcomputer(10) and outputs the output voltage of the DC/DC converter(26) to a charger of a portable device. A high brightness LED lamp(38) is controlled by the microcomputer(10) and emits light by the output voltage of the DC/DC converter(26). An infrared light emitting diode(50) emits an infrared ray. A photo diode(48) receives the infrared ray of the infrared light emitting diode(50) illuminated to a finger of a human body, and outputs an electric signal in proportion to an intensity of the reflection light. An amplifying circuit(44) amplifies an output of the photo diode(48). A detection circuit(42) receives an output of the amplifying circuit(44), generates and outputs a pulse corresponding to a pulse of the human body from the change of intensity of the electric signal to the microcomputer(10). A pulse sensor(46) is driven by the output voltage of the DC/DC converter(26).
