A system and a method for making a decision are provided to adjust a circle size of candidate data based on importance by displaying the candidate data in a diagnosis, and calculating the importance based on a pairwise comparison value between the candidate data inputted from a user in real-time. An input part(110) receives the candidate data and the pairwise comparison value between the candidate data from the user. A data processor(120) draws a circle indicating each candidate data and sets up the circle size based on the pairwise comparison value. An importance processor(130) detects the importance of each candidate data and reflects the detected importance on the circle. A rationality degree processor(140) detects a rationality degree of the pairwise comparison value based on the importance. A final importance processor(150) detects the final importance of the candidate data based on the importance and reflects the final importance on the circle. A displaying(160) displays the circle and the rationality degree.
