A network management system, a system for synchronizing PLD(Program Load Data) among network elements, and a method thereof are provided to reduce PLD synchronization task time, to reduce network load in accordance with the PLD synchronization task and to make it possible to perform other tasks while performing the PLD synchronization task. A system for synchronizing PLD(Program Load Data) among network elements comprises an EMS(Element Management System)(300) and an NE(Network Element). The EMS includes a PLD controller(302), an interface(304) and a database(306). The database(306) stores a sequence number table(308) including a sequence number given to each relation within the PLD(324), and a PLD table(310) including the PLD. The NE includes the PLD(324) and a sequence number(322), given to each relation within the PLD(324) for the PLD synchronization. The NE increases the sequence number(322), given to a changed relation within the PLD, by one if there occurs a change in the PLD(324), includes the increased sequence number and the changed relation in a PLD update message, and transmits the PLD update message to the EMS(300). The PLD controller(302) within the EMS(300) updates the sequence number table(308) and the PLD data table(310) within the database(306) by using the increased sequence number and the changed relation included in the PLD update message transmitted via the interface(304) by the NE.
