An over-cladding device and a method thereof are provided to prevent foreign materials from being stuck on a heating element and a quartz tube during a junction process by applying gas for forming a fluid film on the surface of the heating element at an electric furnace. An over cladding device for joining an optical fiber preform rod(100) extended for a longitudinal axis on a straight line and a quartz tube(200) having an inner diameter larger than an outer diameter of the preform rod to receive the preform rod is composed of a heating element(300) covering the quartz tube while keeping a predetermined gap, receiving the preform rod and the quartz tube, and having holes(310,320) through which purging gas flows into a quartz tube heating space; power flanges(400) installed at both ends of the heating element to heat the heating element with electricity supplied from a power supply source; a lower housing(500) having an inlet hole receiving the quartz tube and an outflow hole through which the quartz tube is discharged, and a gas passage injecting inert gas into the electric furnace; and a sleeve(600) installed in the lower housing to surround the quartz tube, preheat the inert gas flowing in through the gas passage, and guide the flow of the inert gas in one direction.
