A manufacturing method of a hair treatment cream composition by using the extract of castor-bean plant, and the hair treatment cream composition prepared thereby are provided to serve nutrient supply to the hair, scalp cleansing, scalp protection, hair loss prevention and hair setting without side effects. The manufacturing method of a hair treatment cream composition by using the extract of castor-bean plant comprises the steps of: (1) pulverizing castor-bean plant and sesame and heating them in water to obtain the extracts; (2) alkalifying the extracts with triethanolamine; (3) purifying the alkalified extracts; (4) adding pure vitamins containing Rehmannia glutinosa LIBOSCH., Pinelliae tuber, Mori Fructus and tocopherol into the purified extracts; (5) adding ethyl alcohol into the mixture to liquefy the composition; and (6) adding environment-affinity silicon into the mixture and adding water into the mixture.
