An image processing apparatus for performing uniform lossy compression and an image processing method executable in a mobile communication terminal including the image processing apparatus are provided to control a quantization step size of a decoder on the basis of PSNR(Pixel Signal-to-Noise Ratio) of each frame of input image data to achieve uniform lossy compression of frames of image data. An image processing apparatus includes a first frame representative value extractor(15), a first buffer(16) for storing a frame representative value inputted from the first frame representative value extractor, an encoder(13) for discrete-cosine-transforming image data inputted frame by frame and encoding the image data according to a set quantization step size, and a decoder(14) for decoding an encoded frame inputted from the encoder. The image processing apparatus further includes a second frame representative value extractor(17) for extracting a representative value of the decoded frame inputted from the decoder, a second buffer(18) for storing the representative value, and an encoding controller(19) for calculating a PSNR and controlling the quantization step size based on the PSNR.
