PROBLEM TO BE SOLVED: To provide a development device equipped with a leveling mechanism which is small in stress on a toner and is compact and an image forming apparatus equipped therewith. SOLUTION: The development device 14 includes a housing member 1 for housing the toner, a development roller 2 for conveying toner to a photoreceptor, a toner supply roller 3 for performing supply of the toner to the development roller, and a filament wire 7 stretched to be installed above the development roller 2 and parallel to the development roller 2. The filament wire 7 is stretched to be installed with specified tension along the axial direction of the development roller 2. The filament wire 7 is held at one end by an oscillation member 71. The oscillation member 71 vibrates with the resonance frequency of the filament wire 7. The filament wire 7 is resonated by the vibration of the oscillation member 71 during image formation.
