PROBLEM TO BE SOLVED: To solve the problem that it is difficult to fully cover a predetermined monitoring area and obtain a useful sensor arrangement. SOLUTION: A sensor group configuration section 103 calculates a sensing area for a sensing target area of each sensor from an arrangement parameter stored in a sensor arrangement parameter storage section 102 and information of a sensing target area stored in a sensing target area storage section 106, and configures a group of sensors whose sensing areas approximate to each other. A partial sensing coverage area determining section 104 determines a coverage area where a sensor group comprising the sensor group configuring sections 103 covers sensing. An arrangement parameter locally searching section 105 locally searches an arrangement parameter at which an evaluation function defined by the area of the sensing target region, an overlapping quantity of the sensing regions and an extrusion amount from the sensing target region becomes the minimum, within a partial sensing coverage region decided by the determining section 104.
