PROBLEM TO BE SOLVED: To provide an information recording and reproducing device in which a boundary point of a wobble waveform corresponding to "0" and a wobble waveform corresponding to "1" can be detected accurately even when a wobble signal in which polarity is reversed depending on difference of form of an optical disk is input, further detection performance of a synchronous pattern and a physical address can be improved. SOLUTION: The information recording and reproducing device includes a phase detecting part for detecting a phase of a wobble signal extracted from the optical disk, a phase change detecting part for detecting a phase change point of the phase-detected wobble signal, a dispersion discriminating part for detecting expanse in the time axis direction of the phase change point, a polarity discriminating part for discriminating polarity of the wobble signal input into the phase detecting part based on expanse of the detected phase change point, and a polarity reversing part for reversing polarity of the wobble signal to be inputted into the phase detecting part, based on the discriminated polarity.
