PROBLEM TO BE SOLVED: To provide a soil excavating tool which enables effective construction even in hard soil etc. , which has high versatility and which enables construction while making mud hardly discharged onto the ground, and a soil improving method. SOLUTION: This soil excavating tool comprises: a shaft body; a soil agitating blade 5 which is provided outside the shaft body; a soil excavating claw 11 which is provided on the blade 5; and a nozzle which is elongated to the outside from the shaft body.
