A mobile station includes: means for selecting one of the identifiers reported in advance, upon starting a communication; and means for storing an identifier and creating a connection request signal. A radio access network device includes: means for storing, in response to a connection request from a mobile station, information indicating an identifier assigned by a radio access network system and an uplink radio resource allowed to be used by the mobile station; and means for transmitting a response signal to the mobile station which has transmitted the connection request.
