A highly porous catalyst and a method for manufacturing the same are provided to increase the porosity in the catalyst and uniformly maintain the nano-sized structure of the catalyst, thereby using the catalyst in a fuel cell system. A highly porous catalyst comprises a plate-type clay positioned irregularly and cerium oxide formed on a surface of the plate-type clay. The highly porous catalyst has an average particle size of 5-20 nm. The highly porous catalyst has fine pores, wherein the fine pores have volumes of 0.2-0.15 g/cm^3 and diameters of 2-4 nm. The highly porous catalyst has a specific surface area of 170-240 cm^2/g. The highly porous catalyst contains cerium oxide of 75-90 wt%. |
