PROBLEM TO BE SOLVED: To improve communication quality while suppressing degradation in communication quality to some extent, even when the number of usable wireless communication channels is reduced. SOLUTION: A state of wireless communication with a telephone terminal 2 using the wireless communication channel is confirmed by a communication state confirmation means 15C of a telephone controller 1. When deterioration is confirmed in condition of wireless communication with the telephone terminal 2, a part or the whole of unusable channels set to be unusable with channel management information 14B of the telephone terminal 2 is set to be usable by a channel opening means 15D, and new channel management information 14B is notified to the telephone terminal 2 by a channel management means 15B.
