PROBLEM TO BE SOLVED: To reduce boiler fuel quantity and increase steam quantity by pumping up heat energy of waste heat of condenser cooling water or the like which is presently almost not used in a boiler installation driving a steam turbine by a heat pump. SOLUTION: The heat pump using waste heat of an energy supply facility such as a steam turbine bearing cooling installation and a condenser cooling system as a heat source is provided, a heat exchanger for heating boiler combustion air directly or indirectly recovering heat pumped up by the heat pump to boiler combustion air as heat medium fluid is provided, and a heat exchanger is installed in an inlet side of an air pre-heater in an boiler intake system. Also, since heat recovery quantity in a boiler exhaust side reduces by raising temperature of a boiler intake side, a heat exchanger is provided in a boiler exhaust gas system and recovered heat medium fluid is re-circulated to the heat exchanger in a boiler intake side to recover heat to an intake side.
