PROBLEM TO BE SOLVED: To constantly assure correct counting by monitoring the state of switching signals related to counting of game mediums by use of data, and evaluating their reliability including signs of malfunctioning on the signal outgoing side so as to prevent accidents. SOLUTION: The input signal processing device 30 is provided with an input signal state measurement processing means 31 to sample switching states of the switching signals received from a game device at a prescribed interval, judge if there is occurrence of chattering or noise based on the obtained switching states, measure continuity time of on-states of effective signals after elimination of chattering or the like, sort the continuity time to one of a plurality of sections, and output a sorting signal indicating the sorted section, and an evaluation means to count the number of input times of the sorting signals by the section, and evaluate the degree of stability of the switching signals based on the value of counting (specific accumulation sorting information).
