PROBLEM TO BE SOLVED: To provide a monitoring device capable of calling attention to a monitoring person by determining an abnormal situation, while preventing detection errors, tracking errors and collation errors, even when the facial part or the like of a human body cannot be detected by accurately macroscopically capturing the image of a moving object or a crowd existing over the image as a whole of capturing them individually. SOLUTION: The monitoring device includes a moving object image generation unit 102 for performing an inter-frame difference processing for the entire image captured by a camera or a background difference processing between the image as a whole and a background image that is previously prepared; a density calculation unit 103 for computing the area of a candidate head region by detecting a ellipse, corresponding to the head part from the entire image to calculate the density; a model generation unit 104 for calculating the reference density of the moving objects or the crowd, according to the density of a predetermined date; and a condition deciding unit 106 for checking if the density at the current time differs from the reference density, generating the judgment result, and giving it to a report unit 107.
