<P>PROBLEM TO BE SOLVED: To impart a function for steaming a housed food to a food packaging bag body in such a manner that moisture is heated and becomes steam when being heated by a microwave oven, and the packaging bag body is made to swell, and the steam convects in the bag body. <P>SOLUTION: In a tray made of a synthetic resin having a housing recessed place in which a food can be housed, a step section for fastening or a protuberance section for fastening of an inner laying body is formed by projecting toward the inside of the recessed place on the lower section in the recessed place. For the inner laying body, a plurality of food housing sections are formed by raising a partitioning section in which an object food having a shape which can be housed in the housing recessed place of the tray is housed while individually being divided.
