PROBLEM TO BE SOLVED: To efficiently inhibit a fraudulent act related to card data to be sent to a third-party management center. SOLUTION: T/C 100 detects not-executed transmission of the card data to the third-party management center, which is conducted after a game parlor closes. When the number of accumulated non-transmission of the card data exceeds a predetermined number, the T/C 100 transmits a usage restriction command signal to a card processor 400. Receiving the usage restriction command signal transmitted from the T/C 100, the processor 400 restricts usage through a reduced-operation mode in which the usage of a large bill is not allowed.
