<P>PROBLEM TO BE SOLVED: To upload an image of the circumference of a vehicle to an image server which distributes images to users, according to a request from a user located outside the vehicle. <P>SOLUTION: The image server, arranged on a network, receives a request to distribute an image in a specified photography location from the user; and when the image server has not stored the image in the photography location specified by the user, it requests an image control computer 10 mounted on the vehicle by radio communication, to photograph the image with the timing of photographing based on the photography location. In an image uploading device 10 which has received this request, an information processing section 13 performs photographing at a specified timing and transmits the photographed image and photographing information of the image to the image server via an A-radio unit 25.
