PROBLEM TO BE SOLVED: To provide a manufacturing system and method of a sheet-like structure. SOLUTION: This manufacturing system 2 of the sheet-like structure is provided with: a loosening portion forming part 50 forming a plurality of approximately U-shaped loosening portions 5 and a plurality of approximately linear straight line portions 6 for connecting the plurality of loosening portions 5 to each other, in a single cord member 20; and a sewing means sewing each of a plurality of absorbent members 10 to each of the plurality of straight line portions 6 with a single thread member 30.
