PROBLEM TO BE SOLVED: To provide a liquid developing device and an image forming apparatus that can improve the utilization efficiency of a liquid developer, while preventing deterioration in the image quality of an obtained image, as well as, are environmentally friendly. SOLUTION: The liquid developing device for forming an image on a recording medium by using a liquid developer having toner particles dispersed in an insulating liquid is equipped with a liquid developer reserving unit for reserving a liquid developer; a developing unit for forming an image by using the liquid developer supplied from the liquid developer reserving unit; a transfer unit for transferring the image formed in the developing unit onto a recording medium to form a transfer image; and a recovering unit for recovering the liquid developer remaining in the developing unit and/or the transfer unit. The insulating liquid contains an unsaturated fatty acid component. The developing device has a degradation determining means for determining the degree of degradation in the liquid developer recovered in the recovering unit, by measuring the changes in colors of the insulating liquid in the recovered liquid developer.
