PROBLEM TO BE SOLVED: To solve the problem that it is difficult to properly set video parameters of a plurality of sensors in accordance with a complicated situation where a plurality of objects should be monitored simultaneously and continuously. SOLUTION: First degree of details used for sensing the whole of sensing regions of each of sensors stored in a sensing region multiplex detail degree storage unit 103, and second degree of details used for sensing one part in a sensing region of a predetermined sensor are made to approximate to a first target degree of details and a second target degree of details, respectively. Referring to a sensing region adjacent relation storage unit 105, the first degree of details of the sensor for sensing a peripheral region of the sensing region whose one part is sensed, based on the second degree of details is made to approximate to the first degree of details of the sensor for sensing a sensing region whose one part is sensed, based on the second degree of details.
