PROBLEM TO BE SOLVED: To provide a heating device by which stable image quality is obtained by restraining the occurrence of irregular gloss, and its control method and an image forming apparatus. SOLUTION: The heating device includes: a fixing belt 20 including a fixing heater 23; a pressure roller 21 bringing recording paper P into contact with the fixing belt 20; a thermistor 24 detecting the temperature of the fixing heater 23; and a CPU 25 controlling the controlled temperature of the fixing heater 23 based on the result of detection by the thermistor 24, and heats the recording paper P by conveying the recording paper P to a fixing nip part N formed by the fixing belt 20 and the pressure roller 21. The CPU 25 changes the controlled temperature of the fixing heater 23 from the leading end to the trailing end of the recording paper P periodically, and changes the period in accordance with the number of sheets of passing recording paper P.
