A preheating type concentration system for circulating concentrated exhaust gas with a low concentration exhausted from a concentrator, preheating the concentrated exhaust gas by a heat exchanger, and supplying the preheated concentrated exhaust gas into a thermal regenerating circulation type incineration system in an exhaust gas treatment system for preventing air pollution is provided. An exhaust gas treatment system for preventing air pollution comprises a preheating type concentration system(1-1), and a thermal regenerating circulation type incineration system for incinerating concentrated exhaust gas with a low concentration supplied from the preheating type concentration system. The preheating type concentration system comprises: a main supply part(10) and an auxiliary supply part(12) installed on a combustion gas supply pipe(3) in a row and provided with respective fans(11,13) to optionally supply combustion gas(2); a thermometer(T1) and a manometer(P1) installed on the combustion gas supply pipe of a preceding side of the main supply part and the auxiliary supply part to control the operation of the respective fans and valves(11-2,13-2); and a concentrated exhaust gas preheating unit(1-3) for heat exchanging concentrated exhaust gas with a low concentration exhausted from a concentrator(5) and exhaust gas exhausted from a main exhaust pipe in a heat exchanger(20) to supply preheated concentrated exhaust gas with a low concentration into a combustion chamber(incinerator) and exhaust combustion gas from a chimney through a combustion gas direct exhaust pipe.
