PROBLEM TO BE SOLVED: To provide a vibration control device, a vibration control structure, and the like for performing efficient vibration control at a low cost with simple and compact constitution. SOLUTION: The vibration control device 1 comprises a frame-like link mechanism formed by connecting each of strip members 2-5 arranged vertically and laterally, in a mutually rotatable manner to the adjacent strip members, and a rotating member 14 arranged at an opening of the link mechanism and rotatably supported to the link mechanism through energy absorbing means 10-13. When vibration or external force is applied to the frame-like link mechanism, the rotating member is rotated in a Y-direction opposite to an X-direction in which the frame-like link mechanism swings due to vibration or external force. In case of an earthquake or the like, vibrational energy of the earthquake or the like is efficiency absorbed by the rotating member. The vibration control device 1 enclosed in a frame or the like formed of two columns and horizontal rails, can be utilized for a vibration control structure and a vibration control panel of a wooden building constructed by a wooden framework method which is a conventional method, or a framework wall method such as a 2X4 method.
