PROBLEM TO BE SOLVED: To provide a method and an apparatus that can prevent the product from mixing of non-molded carbonized material, and also prevent scattering of the carbonized material in production stages and in product carrier lines. SOLUTION: The solid fuel containing carbonized waste and plastics is produced by the following procedure: A waste material 1 is pyrolised by a thermal cracker 2, the resulting carbonized material 3 is ground by a pulverizer 4 and then controlled its moisture at 10-40% by a moisture controller 5, the moisture-controlled carbonized material 3a, a waste plastics 7, and a waste paper 8 are crushed and mixed by a crusher 9, and a homogeneous crushed particles mixture 10 is prepared by using the adhesive property and dispersibility of the finely crushed and moisture-controlled carbonized material 3a. The crushed mixture 10 containing the moisture-controlled carbonized material 3a is compression molded, and the resultant compression molded product 11a is cooled and dried in a ageing and storing zone 18, to produce a waste carbide and a solid fuel 11 containing plastics.
