PROBLEM TO BE SOLVED: To reduce costs by simplifying a structure on a first nut side of a fixing die plate for tightening a first screw part of a tie bar in a structure capable of drawing the tie bar, and to surely maintain a tightened state of a first nut even with a simple structure. SOLUTION: The rotation is not transmitted to a rotary ring integrally rotating with the first nut until the predetermined rotation angle from the start of rotation, and the rotation is transmitted thereto after the predetermined rotation angle.
