PROBLEM TO BE SOLVED: To automatically optimize a dither design problem considering granularity, gradation, texture and stability. SOLUTION: An adaptation degree calculating means 2 obtains the adaptation degree by evaluating a plurality of characteristics, such as the granularity, gradation, stability and texture of dither, while output level corresponding to the gradation of a dither matrix is used. Since the plurality of evaluation characteristics have sharpness and a direction of a screen angle, the number of lines of the dither is obtained by integrating an image after subjecting it to Fourier transformation of a binary pattern image, in the circumferential direction, and the direction of the screen angle of the dither by integrating it in a radiation direction.
