PROBLEM TO BE SOLVED: To provide a rubber blend composition improved in processability by bringing dispersion of silica to be excellent and excellent in balance between rolling resistance and wet performance without spoiling abrasion resistance. SOLUTION: The rubber blend composition comprises 100 pts.wt. diene-based rubber, 20-120 pts.wt. silica, 0.5-10 pts.wt. organic silane compound expressed by general formula (1) below and 2-20 wt.% silane coupling agent expressed by general formula (2) below based on the weight of silica; R<SP>1</SP><SB>m</SB>(R<SP>2</SP>O)<SB>n</SB>Si general formula (1) [wherein m, n express integer and m+n=4; R<SP>1</SP>expresses a 5-20C alkyl (may be a hydrocarbon group) or an ether; R<SP>2</SP>expresses a 1-3C alkyl]; (C<SB>x</SB>H<SB>2x+1</SB>O)<SB>3</SB>Si-(CH<SB>2</SB>)<SB>y</SB>-S-CO-C<SB>z</SB>H<SB>2z+1</SB>general formula (2) (wherein x expresses 1-3 integer; y expresses 1-5 integer; z expresses 5-9 integer).
