PROBLEM TO BE SOLVED: To provide a charging device which can be formed in a compact shape at a low cost and can safely and efficiently clean a control electrode without changing a distance between a body to be charged and the control electrode even when the set distance is short, and to provide a process cartridge which can be formed in a compact shape as a whole at a low cost and steadily performing a required process, and to provide an image forming apparatus which can form a satisfactory image. SOLUTION: The charging device 2 includes a shield case 22, a discharge electrode 21 in the case 22, the control electrode 23 for the discharge opening 220 of the case 22, and a cleaning device 220 for the control electrode 23. The cleaning device 200 includes: a cleaning member 201 disposed in the case 22 and movable between a retreat position P1 and a cleaning area Ps; and a magnetic member mg disposed opposite to the electrode 23 with the member 201 between them, movable together with the member 201, and used to attract and bring the control electrode 23 into contact with the cleaning member 201 in the cleaning area Ps by using magnetic force.
