PROBLEM TO BE SOLVED: To provide a pivot capable of preventing rust, while facilitating ensuring the concentricity of the pivot shaft and its tip part, a water meter using this pivot, and in addition an insert molding method for manufacturing this water meter. SOLUTION: In the pivot 15, the tip part 15a which receives the load of an impeller, and the outer peripheral part 15b of the pivot shaft 15c are integrally made of resin, and the pivot shaft 15c is made of core material having a hardness higher than that of the resin. As the core material, metallic material can be used, and as one example, piano wire or stainless material can be used.
