A flat panel fluorescent lamp and a liquid crystal display including the same are provided to prevent exposure of an adhesive agent or an electrode separation part to the outside by forming a stepped part on an adhesive material area of a second substrate or by covering an external area of a contact area between the first and second substrates. A flat panel fluorescent lamp includes a first substrate(160), a second substrate(170), a fluorescent material(190), and an adhesive material(172). The first and second substrates are disposed opposite to each other in order to form a discharge region and a non-discharge region. The discharge region is formed with a plurality of discharge spaces and is surrounded by the non-discharge region. The adhesive material is formed in the non-discharge region in order to shield the discharge spaces and to attach the first and the second substrates with each other.
