<P>PROBLEM TO BE SOLVED: To automatically and accurately extract an image region as the primary part of an image in extracting and zooming in the image region as the primary part from the whole image. <P>SOLUTION: A whole image display part 11 displays an image acquired by an image acquisition part 10. An operation part 12 accepts designation from a user such as zooming in a portion of the image. A region dividing part 13 divides the image into a plurality of image regions. A region evaluation part 14 calculates a region evaluation value showing the significance of each image region. A region selection part 15 selects an image region having the maximum region evaluation value based on the region evaluation value.
