<P>PROBLEM TO BE SOLVED: To provide a negative electrode for lithium ion battery having a small irreversible capacity and a large charge and discharge capacity. <P>SOLUTION: A polymeric material-contained solution is sprayed on a support body, a drum 2, or a support body on the drum 2 by an electrospinning method, and a deposition layer of fibrous matter consisting of the polymeric material is formed on the support body, the drum 2, or the support body on the drum 2.
