PROBLEM TO BE SOLVED: To construct/reproduce a network model that coincides with an actually operating network, to evaluate a network to be expanded before expansion when expanding the network by the network system model, and to evaluate the normality of a network managing method. SOLUTION: A device 100 for designing the network includes a device simulating part 118 for simulating a network device, a topology simulating part 120 for simulating a connection relation of the network device, a load simulating part 122 for simulating a network load and a management device simulating part for simulating a network managing method. Further, the network designing device is provided with a change information inputting part for inputting change information for changing a network form, and a coincidental part retrieving part for retrieving a prescribed coincidental part of the network form having a prescribed coincidental relation to the changed form obtained by changing the network form on the basis of the change information, wherein the load simulating part 122 simulates the load of the changed form on the basis of the prescribed coincidental part.
