<P>PROBLEM TO BE SOLVED: To provide a communication apparatus and the like suitable for appropriately limiting a communicating party. <P>SOLUTION: A generation unit 202 of a communication apparatus 201 generates key codes at random, a transmission unit 203 transmits a packet designating a generated key code to a computer communication network, and a determination unit 204 determines whether a generated key code is designated to a packet coming from the computer communication network.
