<P>PROBLEM TO BE SOLVED: To provide a liquid crystal panel, provided with a liquid crystal cell of a homogeneous alignment mode having superior display characteristics, and to provide a liquid crystal display apparatus. <P>SOLUTION: The liquid crystal panel 100 includes the liquid crystal cell 10, including a liquid crystal layer containing homogeneously aligned liquid crystal molecules in the absence of an electric field; polarizers 20 and 20' arranged on both sides of the liquid crystal cell; a first optical element 30 arranged between one polarizer and the liquid crystal cell; and a second optical element 40 arranged between the other polarizer and the liquid crystal cell. The first optical element comprises a retardation film, having a refractive index profile of nx>nz>ny, satisfying Expressions (1) and (2), containing a norbornene-based resin and having an absolute value of photoelastic coefficient of 2.0×10<SP>-13</SP>to 2.0×10<SP>-11</SP>. The second optical element has 0 to 5 nm Re[590] and -5 to 5 nm Rth[590]. The first optical element has a slow axis, which is one of substantially parallel and substantially perpendicular to the absorption axis of one polarizer.
