PROBLEM TO BE SOLVED: To solve problems in a conventional built-up fence conduit wherein construction takes time because a sidewall panel is divided, and safety is insufficient in panel installation under construction while causing the collapse of a waterway in the case of no soil pressure of back face soil due to settlement and scouring by a natural phenomenon because the sidewall panel is fixed by the soil pressure of the back face soil. SOLUTION: The side wall panel 2 is formed of one sidewall panel 2 in vertically rising posts of U-shaped posts to the depth of the waterway, and the sidewall panel is joined to the front and rear end faces of the vertically rising posts of the U-shaped posts 1. The side faces of the vertically rising post parts of the U-shaped posts are provided with bolt holes 3, and the sidewall panel and the U-shaped posts are locked by fall preventive fitting fixing bolts using fall preventive fittings 4 provided with holes with the same bolt diameter.
