PROBLEM TO BE SOLVED: To provide a cutting blade which is proof against clogging when a surface layer of a floor surface, a wall surface, etc. is peeled off, and high in durability, and to provide a surface layer peeling tool. SOLUTION: The cutting blade 7 for use in the surface layer peeling tool 1, has a sharp tip portion 7a formed on a base portion 7b thereof, which functions as a cutting edge, and at least a distal end of the tip portion 7a is formed of an ultra-abrasive sintered body or monocrystal diamond.
