PROBLEM TO BE SOLVED: To provide a secondary battery capacity estimation device, a program, and a secondary battery capacity estimation method capable of estimating easily the battery capacity of the secondary battery. SOLUTION: This secondary battery capacity estimation device 10a for estimating the battery capacity of the secondary battery 30 has a clocking part 13 for determining a constant-current charging duration which is a duration of a constant-current charging mode when the secondary battery 30 is charged by a constant-current constant-voltage charging method, and an operation part 16 for estimating the battery capacity of the secondary battery 30 based on the constant-current charging duration.
